Cluster Security Manager Latin America Southern Cone

What is the Role?
As the Cluster Security Manager for Shell’s Southern Cone of countries, you will be a credible and collaborative business enabler, pivotal in assuring delivery of threat-led risk-based security. You will be motivated to build credible security assessments and plans to Shell businesses, build good security awareness across complex environments using smart thinking and business partnering skills.
Corporate Security (CS) is a Global Function within Shell which provides strategic advice and assurance to the Business regarding all aspects of security. Argentina remains strategically important specifically in the Neuquén region for its Upstream Unconventional Gas business. Shell also has projects and opportunities across the Southern Cone in Bolivia, Peru, Uruguay, Ecuador and Chile. The Cluster Security Manager (CSM) will be instrumental in supporting the Upstream Unconventionals, Integrated Gas and Renewable Energy Sources, Upstream Exploration, and the Mobility businesses, and for advising a wide range of stakeholders that include senior business leaders, security focal points and contractors in all security matters across the cluster. An in-depth understanding of security threats, technical and physical security measures is required as well as established links to wider industry, governments, intelligence sources and regulatory organisations.
The CSM for the Southern Cone countries is a senior position leading the wider security skill pool. The role will report to the Regional Security Manager (RSM) for The Americas and it will be based in Buenos Aires, Argentina.
Accountabilities
In liaison with internal stakeholders and external sources such as government agencies, identify, quantify and assess security threats to Shell’s business footprint across the cluster to deliver proactive actionable advice on security risk treatment
Integrate enterprise-level applications and technical security solutions, including remote monitoring and command and control, into well thought out security plans in-step with the ‘digitalization’ of the Shell business operations
Develop and maintain security information networks consisting of relevant government agencies, as well as private sector sources across the Oil and Gas industry, and other entities in Argentina and the cluster
Work closely with the Country Chairs, Business leaders, Site Management and Regional Real Estate Asset Protection to provide assurance that there is a consistent, common, and adequate approach to security delivery, governance and assurance
Ensure compliance and implementation of the Shell Group Security Standards and security specifications across Shell operated entities and influence any and business partners in the country
Ensure that appropriate risk mitigation measures are in place to reduce Shell’s exposure to security risks to ‘As Low as Reasonably Practicable’ (ALARP) and that fit-for-purpose security policies, plans and procedures are implemented; particularly for fence-line community and non-governmental organization led protest activity, transport security, and other emerging risks as identified
Effectively manage/support Shell’s response to any security related incident
Deliver appropriate security measures to any emergency or crisis response event, ensuring HSSE incident and emergency response plans are in place. Participate in Crisis Management Team(s) per the relevant Crisis Manuals
Ensure that security activities comply with international and individual country laws, Shell General Business Principles (SGBP), and the Voluntary Principles on Security and Human Rights in the Extractive Sector (VPSHR)
Influence regulation affecting security measures for Shell and industry improvements via Shell Government Relations and external authorized forums
Liaise closely with other Shell functions for integrated support to the business (e.g. Government Relations, External Relations, IT, etc.)
Represent Shell’s security interests in operated projects and non-operated JVs/projects as a Technical Authority for security with a focus on business opportunities
Participate in Shell audits globally, (e.g. Shell Internal Audit, Shell HSSE & Social Performance Control Framework Audits etc.)
Dimensions
The CSM will provide strategic advice to the business on all aspects of security and will be instrumental in supporting and advising a wide range of stakeholders in all security matters within Argentina, Bolivia, Peru and across the Southern Cone countries as required
The region is complex with frequent political and civil unrest issues that required close management and strong influencing skills to senior leadership
The Neuquén region of Argentina is remote and Shell operations are geographically dispersed
The role requires a good degree of business partnering skills and communication to other Shell functions in respect of management of fence-line communities, incorporating and supporting wider concepts into security planning
The use of disruptive and emerging security technologies will need to be factored into security plans to cover remote and geographically dispersed operating assets
Special Challenges
This role requires a detailed understanding of the full range of threats present and appropriate mitigations
The role requires an appreciation of the Shell Upstream Unconventionals, Deepwater, Integrated Gas and Renewable Energy Sources, Exploration and Mobility businesses and other regional intent
The CSM will act as Subject Matter Expert on security contracts managed by the business/other contract holders and will ensure security delivery is ethical and complies to legal norms
In addition to the security specialist role, this role requires broad understanding of the VPSHR and Rules on the Use of Force
The CSM will provide security inputs to strategically important projects across the ‘Southern Cone’ and will require experience and understanding of projects’ standards to ensure correct levels of business support and appropriate security inputs
Requirements
Must have:
High-caliber security professional with extensive security experience
The ability to network, establish and maintain relevant external stakeholders (government, law enforcement agencies etc.) in Argentina, and other countries
A good understanding of the range of security threats Shell would face in Argentina and the cluster. In-depth understanding and experience of physical security principles and their impact on the mitigation of threats against people, assets and information
Good understanding of security industry developments and the use of enterprise security systems and technical security system integrations
Fluency in Spanish and English languages is required
Good experience of stakeholder management across differing business / functional lines
Good communication skills – both written and verbal – to build credibility with senior stakeholders, and develop and maintain a credible security network
Proven track record of implementing and managing functional initiatives across various business groups and stakeholders
Desired:
An understanding of Information Security and cyber threats and how they can be countered
Experience implementing and overseeing remote security operations centers
Education to graduate degree level or equivalent experience level is also highly desirable
